Do I need any permits to park a van at the roadside and sell hot &cold drinks and snacks, this road is a public highway

In a word ? YES you will need permission (permit) to trade from either the Highways agency, Council or whoever owns that particular piece of land, otherwise you run the risk of being asked to leave.

The best thing to do is to find out who owns the land and start you enquires from there.
