Would I be able to partially cook the food at home then transfer it to the van to finish cooking then sell?

If you wanted to do this you would have to contact the council who come out and inspect your kitchen at home.

They may also ask you to make changes or improve facilities if they felt this was necessary. Not sure how they would react if you had any pets at home, but maybe you should give them a quick call before you proceed.
