How Do I Start a Sweet Cart Business in the UK?

Hi. I dont know if this is the right place to ask but here goes.
My husband and I are looking into setting up out own sweet cart hire to take to functions, weddings, birthday parties, christenings, the odd carboot and different other fayres and events. Initially just the cart and sweets but to hopefully go onto more.
We've never set up a food selling business before so where do we start? Do we need any licenses? Food hygiene certificates? I know we need public liability insurance bu do we need anything else?
We will be buying loose and prepacked (ie lollypops) sweets from a wholesaler, so will be re-packing into glass jars and provide scoops/tongs to handle, as well as wearing gloves. Do we need to put the ingredient info on tbe glassware in view of the customers?
Anything else we need to know before we go into it.
